The CHURCH, which bears witness to the INBREAKING Kingdom of God, is all about WELCOMING and ENFOLDING those whom the world considers not important. The Church is made up of "outsiders" because we were ALL OUTSIDERS until we were WELCOMED IN by the GRACE of God. Jesus is saying this grace must be operating among us who claim to belong to Him.
